To address this issue and enhance overall well-being, the Administration has introduced the “Save the Girl Child” scheme in Dadra & Nagar Haveli and the “Dikri Development Scheme” in Daman & Diu. What is Save the Girl Child 2024?

Save the Girl Child or Dikri Development Scheme is an initiative that not only aims to improve the sex ratio but also strives to reduce the occurrences of Low Birth Weight Babies and premature births, both significant contributors to infant mortality. Additionally, the scheme recognizes that multiple pregnancies with insufficient spacing can elevate the risks of Maternal Mortality and Infant Mortality. This scheme was launched on April 01, 2007, in the respective UT to combat this issue. 

By promoting healthier pregnancies and birth spacing, the program seeks to decrease the likelihood of prematurity and low birth weights, consequently leading to a positive impact on both Infant Mortality Rate and Maternal Mortality Rate while fostering an improved sex ratio at birth. Under this scheme, the newborn girl child irrespective of Case, Income limit, or any other parameters provides Rs 42,372 in the name of the girl child. This is only for the first 2 girl children. Save the Girl Child Scheme Objective: 

The prime of the scheme is to protect the girl child in any way possible. The other objectives of the scheme have been listed below. 

  • Enhancing the Sex Ratio at Birth: The scheme aims to eradicate female foeticide in Dadra & Nagar Haveli & Daman & Diu districts. 
  • To realize this vision, the UT Administration establishes a fund in the name of the girl child, providing financial support for higher education or social responsibilities like marriage. 
  • Although the financial assistance provided by the UT is a modest contribution to the national effort of saving girls, the Administration has shouldered this noble cause for over a decade. 
  • The Sex Ratio, which stood at around 920 in DNH and 904 in Daman & Diu during the 2011 Census, has shown improvement, reaching 930 according to the latest Civil Registration System (CRS). To sustain and further elevate the sex ratio to 950, the scheme will continue in the upcoming years.
  • Promotion of Institutional Deliveries: The scheme mandates that deliveries must occur in an institution, hospital, or nursing home, thereby promoting institutional deliveries. This has resulted in a notable increase from 80% to 99% over the past 12 years. The scheme also aims to reduce Maternal Mortality to zero and Infant Mortality to single-digit numbers.
  • Reduction in Maternal Mortality and Infant Mortality: Eligibility criteria, requiring the age to be 18 years, prevent teenage pregnancies, fostering healthy growth for both the mother and child while discouraging early marriages. This approach has led to lower rates of premature births among those aged 18 and above.
  • Increased Uptake of Family Planning Services: Delaying pregnancy until the mother reaches 18 years of age helps prevent early pregnancies, leading to greater contraceptive use and an improvement in the Total Fertility Rate. Additionally, restricting scheme benefits to the first two female children contributes to family size control.

Save the Girl Child Financial Assistance 2024

A Life Insurance Corporation (LIC) policy, specifically the Single Premium Endowment plan, will be purchased from the Life Insurance Corporation. The policy will be in the name of the girl child, and the sum assured is Rs. 42,372/-, inclusive of all taxes.

  • The deposited amount will be held in the name of the girl child.
  • An amount of Rs. 42,372/- will be deposited in the LIC OF INDIA in the name of the girl child at birth.
  • Upon reaching 18 years of age, the girl child can utilize the funds for her welfare.
  • The funds will be disbursed to the girl child, who must be one of the first two living issues of the couple.
  • In the unfortunate event of the girl child’s demise before the age of 10, no funds will be paid to the legal parents/guardians. However, if the demise occurs after the age of 10, the maturity amount will be paid to the legal parents/guardians.
  • In the case of a life-threatening condition affecting the girl child, funds can be withdrawn at any time for her treatment. This requires a certificate from the Medical Board of Dadra & Nagar Haveli & Daman & Diu confirming the life-threatening condition.

Save the Girl Child Scheme Eligibility Criteria 

This scheme extends eligibility to all couples aged 18 and above who welcome a girl child, encompassing the entire spectrum of society. The target demographic includes couples holding domicile status in Dadra & Nagar Haveli & Daman & Diu districts, with eligibility extending to the first two living female children. Here is the complete eligibility of the schemes. 

  • Either parent must be a domicile holder of Dadra & Nagar Haveli & Daman & Diu.
  • The mother should be at least 18 years old at the time of marriage.
  • Deliveries must take place at government/registered private hospitals within the Union Territory of Dadra & Nagar Haveli & Daman & Diu.
  • The expectant mother must have undergone a minimum of three Antenatal Check-ups, adhering to the Reproductive and Child Health (RCH) scheme, with certification provided by the respective ANM/Field Health functionary at the sub-center. In cases of high-risk pregnancies, the number of antenatal checkups may align with the recommendations of the gynecologist.
  • The expectant mother should be registered under the Mother & Child Tracking System, and a unique ID must be generated.
  • The scheme extends financial assistance to the first two female children within the first two offspring born to the couple.

Save the Girl Child Scheme Documents Required 

The following documents must accompany the application:

  1. Original Institutional Delivery Certificate (OIDC) issued by the institutional head in the prescribed format (the certificate format). 
  2. For certificates from Community Health Centers, Primary Health Centers, Dispensaries, and Sub-centers, the certificate must be countersigned by the Director of Medical & Health Services.
  3. Attested copy of the Birth Certificate for the newborn.
  4. Attested copy of the Birth Certificate for the mother.
  5. Attested copy of the Domicile Certificate issued by the Mamlatdar of Dadra & Nagar Haveli & Daman & Diu.
  6. Attested copy of proof of marriage.
  7. Attested copy of the Aadhar card, if available.
  8. A self-declaration by the parents, confirming the provision of accurate information and their commitment to maintaining immunization and health check-up records for the girl child.

Upon receiving the benefits under the scheme, the applicant is required to sign an acknowledgment receipt affixed with the appropriate amount and revenue stamp.

To apply for the scheme, you can do it offline, as there is no way to do it online as of now. To apply for the scheme, you have to fill in an application form, the format of the same has been provided below. Also, make sure that you have all the documents that need to be attested with the form. 

In the application form, you can mention your details like name, Husband’s name, DOB of girl child, and Address along with other details. Please note that you have to submit the applications within 3 months of institutional delivery.
