The Uttarakhand Polyhouse Yojana is a welfare scheme for farmers of the state. It was launched on May 15, 2023, to provide the polyhouse at a subsidized rate so that the farmer can enhance his income. It was initiated by Chief Minister Pushkar Singh Dhami in collaboration with the Horticulture Department and aims to provide employment opportunities to over one lakh farmers in the state. 

To participate in the scheme, a minimum of five farmers must form a group, benefiting from a minimum of 10 poly houses. The vegetables/flowers must be sown in clusters. Each cluster is expected to comprise a minimum of 25 polyhouses. If a polyhouse is established on the land of farmers’ relatives, it is still considered part of the group. Preference is given to women’s self-help groups in the establishment of polyhouses.

Embracing the cluster approach involves cultivating specific crops within polyhouses arranged in designated clusters. This strategy ensures ample production of a single crop, enabling consolidated marketing efforts at a centralized location. This centralized approach facilitates negotiations with prominent traders at the cluster level, reducing the influence of intermediaries. 

Farmers, farmer producer organizations, and self-help groups can collectively aggregate their produce at a single point, streamlining the direct supply to markets and mandis.

This direct market access empowers farmers to secure fair prices for their yields, thereby augmenting their income.

Uttarakhand Polyhouse Yojana 2023 Objective

The primary objective of the Uttarakhand Polyhouse Scheme, initiated by the Government of Uttarakhand, is to generate employment opportunities for farmers in the state and augment their income. The scheme focuses on safeguarding the cultivation of off-season vegetables and flowers in Uttarakhand. To promote the Polyhouse Scheme, the Uttarakhand government will offer an 80% grant to farmers for establishing polyhouses. 

As outlined in the discussions during the state-organized Chintan Shivir, the goal is to achieve comprehensive coverage of protected farming across districts. In the initial phase, a total of 17,648 polyhouses are proposed to be established under the Rural Infrastructure Development Fund (RIDF) scheme of the National Bank for Agriculture and Rural Development (NABARD).

Uttarakhand Polyhouse Yojana Subsidy Amount 

In adherence to NABARD’s RIDF scheme, during the first year following the establishment of polyhouses and the introduction of flower/vegetable planting material, beneficiaries will receive an 80 percent subsidy on both the polyhouse and planting material. The remaining 20 percent will be the responsibility of the farmer or the group involved. 

The transportation expenses for the polyhouses to be set up in the districts will be payable to the relevant firm at rates determined by the development block, based on the Public Works Department Schedule of Rates (PWD SOR) for the year 2023-24.

Establishment of Farmer Producer Organization (FPO) at the State Level

Under this initiative, a Farmer Producer Organization will be established at the state level, encompassing all stakeholder groups and individual farmers. This FPO will collaborate with the Rural Entrepreneurship Acceleration Program (REAP) project, Primary Agricultural Credit Societies (PACS) under the Uttarakhand Horticultural Council, and the Rural Development Department. 

Its primary role will be to market the crops produced within the cluster in local markets, including those in Delhi, Chandigarh, Corporate retail stores, hotels, resorts, and adjacent mandis.

Obligations in Maintenance and Measures for Recovery

Registered firms establishing polyhouses on farmer fields must maintain and repair them for three years before releasing earnest money. The protected structure must be utilized for a minimum of five years; otherwise, government subsidies will be recovered. The department will obtain an affidavit from the farmer, mentioning the department’s right to recover subsidies in case of polyhouse or subsidy misuse.

Recording and Oversight Procedures

  • Before, during, and after polyhouse construction, on-site photographs and Geo-Tagging will be mandatory. 
  • A mobile application will facilitate online applications and the uploading of ground photographs.
  • After the establishment of the polyhouse, final on-site photographs, Geo-Tagging, a satisfactory on-site inspection, and a farmer’s satisfaction report are prerequisites for subsidy disbursement through DBT to the bank account of the selected implementing organization.

  • 100% verification of polyhouse installations will be conducted by the responsible personnel of the garden mobile team center.
  • The concerned Chief/District Horticulture Officer will verify 20% of the total installed polyhouses.
  • Divisional Joint Directors will verify 5% of the total established polyhouses.
  • The Directorate level will oversee the verification of 2% of the total established polyhouses.
  • Surprise inspections of the scheme will be conducted periodically at the Chief Development Officer level.

Uttarakhand Polyhouse Yojana Subsidy Payment Process

After approval from the District Level Implementation and Monitoring Committee, farmers can establish the polyhouse through any institution or firm registered with the department through the EOI process.

Upon selection, the farmer must deposit their share (20 percent) in the department through RTGS/UPI transactions, G Pay, Phone Pay, Paytm, Net Banking, Digital Transactions, etc. 

The department will disburse payments to registered firms in three installments: 

  • 35% at the commencement of polyhouse installation, 
  • 35% during installation, and
  • the final 30 % after the completion of the protected structure and installation of the micro-irrigation system. 

This process includes physical verification by the farmer and the satisfaction certificate of the group. Subsidies will be transferred through Direct Benefit Transfer (DBT) into the bank account of the implementing organization chosen by the farmer group.

  • Group formation necessitates farmers with contiguous land holdings within the same Gram Panchayat.
  • The department will identify willing farmers through extensive promotion of the scheme, encouraging those interested in polyhouse farming to establish groups within the same village. 
  • Farmers with land or land in their spouses’ names are eligible, as are those forming groups with relatives and neighbors to collectively establish polyhouses on their land, subject to a mutual agreement documented on a Rs 10/- stamp paper.
  • For groups and farmers lacking available land, the option exists to establish polyhouses within the cluster by leasing land for a minimum of 10 years. The lease agreement must be registered to meet scheme requirements.

Uttarakhand Polyhouse Yojana Training Program 

To ensure the successful and efficient implementation of the Uttarakhand Polyhouse scheme, the department is offering complimentary training to eligible farmers and farmer-producer groups. This training covers modern scientific techniques for the seasonal production of flowers and vegetables within polyhouses, as well as aspects such as storage and marketing. Subject experts, Krishi Vigyan Kendras, and state agricultural universities will collaborate to deliver this training.

Farmers will also have the opportunity to participate in training programs at Centers of Excellence and similar facilities outside their district or state, as part of various departmental schemes.

The department will establish master trainers, consisting of departmental personnel and farmers, at the cluster level. 

These master trainers will offer ongoing technical support and will undergo training and tours within and outside the state. 

Cluster Label Trainers, trained at the state and national levels, will provide village-level training on vegetable and flower production technology, plant production, marketing, and polyhouse practices to farmers within their respective clusters.

Clusters for polyhouse establishment will be chosen by the district-level Implementation and Monitoring Committee. Criteria for selection include the willingness of farmer groups/FPOs/individual farmers to establish polyhouses, proximity to roads, availability of irrigation water, and the gardening experience of individual farmers, farmer groups, farmer producer organizations, or self-help groups.

Facilitating Farmer Engagement in Crop Selection

Farmers and community-based farmer organizations in a cluster or nearby clusters will be encouraged to visit local, district, or state-level markets to select crops based on market demand. This ensures that farmer organizations choose crops that align with market needs, thereby enabling them to secure fair prices for their products.

Selection of Polyhouse Manufacturing Organization/Firm by the Department

The department will choose the polyhouse manufacturing organization or firm through an Expression of Interest (EOI) process after obtaining government approval.

Beneficiary’s Choice in Polyhouse Manufacturing Firm

To benefit from the Polyhouse Scheme, the selected beneficiary or farmer has the flexibility to voluntarily choose any polyhouse manufacturing firm registered with the department to carry out the work.
