What is Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana?

Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana is an accidental insurance scheme for the farmers of Haryana. Under this scheme, financial assistance of Rs 5 Lakh will be given in case of the death of a farmer while working in the field. Apart from this, financial assistance of Rs1,87,000 will be given in case of fracture. In case of permanent serious injury in any part of the body, financial assistance of Rs 1,25,000 will be given and 75,000 assistance will be given for amputation of finger.

This program is designed to offer specific aid to individuals affected by accidents occurring during agricultural activities in fields, villages, market yards, and while traveling to or from such locations within the state of Haryana. The initiative applies to farmers, agricultural laborers, and market yard laborers engaged in agricultural activities, including those involved in cattle and poultry farming or dairy farming.

Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana Objective 

The Chief Minister of the Haryana Government has introduced the Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana to provide support to farmers and agricultural laborers who face various accidents while working in the fields day and night. 

The scheme aims to offer assistance to the families of the affected farmers. In case of an unfortunate incident leading to the death of a farmer due to a work-related accident, the family will receive financial aid of 5 lakh rupees from the government. There are various other conditions in which compensation has been set, which we will see later in this article. 

Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana Coverage

• Death or disability of farmers or laborers resulting from accidents while working with Agricultural Machinery, Implements, Tools, equipment, or Appliances in the state of Haryana.
• Death or disability of farmers or laborers due to accidents during activities such as digging wells, installing Tubewells, or operating equipment like Cane Crusher, Kohloo, Chaff Cutter, Thresher, etc. Additionally, coverage extends to incidents involving poisonous gas during well digging or tubewell operations.
• Cases up to December 31, 2013, fall under the jurisdiction of the old scheme.
• Death or disability of farmers or laborers resulting from electric current during agricultural operations.
• Death or disability of farmers or laborers involved in accidents with animals, animal carts, trucks, or other vehicles while transporting agricultural produce within the state of Haryana.
• Death or disability of farmers or laborers due to accidents during the application of insecticides, pesticides, weedicides, exposure to electric shock, or fire hazards in the course of agricultural operations in the state of Haryana.
• Death or disability of farmers or laborers during landing, sifting, or weighing agricultural produce in Market Yards.
• Death resulting from snake bites or encounters with other poisonous creatures during agricultural operations.

Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana Benefits  

The Government of Haryana has launched the Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana, which provides financial assistance in various scenarios. The benefits of the scheme have been provided below. 

• In the unfortunate event of a farmer’s death due to an accident, the scheme offers Rs 5 lakh as support.
• Additionally, in cases of spinal cord fracture or permanent disability, the scheme provides Rs 2,50,000 as assistance.
• If there is a fracture of two limbs or a permanent serious injury, the Chief Minister Kisan and Agricultural Laborers Life Security Scheme offers Rs 1,87,500.
• For cases where a limb is fractured or there is a permanent injury, the scheme grants Rs 1,25,000 in assistance. 
• In situations where a whole finger is amputated, Rs 75,000 will be given through this scheme.

If an injury occurs during agricultural operations and the application is submitted within or after two months of the accident…

• Family Identification Document
• Proof of Identity (Choose one: Aadhar Card, PAN Card, Driving License, Passport, Voter Card)
• Signed Request Letter from the victim
• Photograph of the applicant with the injured limb
• Affidavit or Undertaking supporting the claim
• Affidavit supporting the claim by the land/machinery owner in the case of labor/majdoor
• Photocopy of Outpatient Department (OPD) slip
• Medical Certificate.

In the event of death during agricultural operations requiring an FSL (Forensic Science Laboratory) report, the following documents are necessary:

• Family Identification Document

• Photograph of the victim
• Affidavit or Undertaking by the claimant in support of the claim

• Copy of the First Information Report (FIR) or Daily Diary Report (DDR)
• Post-mortem report detailing the cause of death, including the FSL/visra report.

Number of Conditions that make one eligible for the insurance claim:

• The Haryana Government has introduced the Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana to assist in case of accidents that occur while working with agricultural machinery or equipment.
• In unfortunate incidents of death due to electrocution and fire during agricultural work, the family of the deceased will receive Rs. 5 lakh as assistance from the Haryana Government.
• Furthermore, accidents are relatively common while operating threshers provided by the Haryana government. In such cases, if an accident occurs, the family will be eligible for Rs. 5 lakh assistance.
• Under the Chief Minister Farmers and Agricultural Laborers Life Security Scheme 2022, in the event of death while spraying insecticides and weedicides, the scheme offers financial aid of Rs. 5 lakh.

Complete the provided application form, found above, on behalf of the applicant. 

The proforma must be signed or marked with a thumb impression by the applicant. If the left thumb is missing for a man, the right thumb impression is acceptable, and vice versa for a woman. If both hands are absent, use the mark of the front portion of the severed part, or if both thumbs are cut off, use fingerprints of the existing hand. The application should also include the signatures of the nearest kin or heir of the applicant.

• In the case of the victim’s death, the application must be signed by the next of kin and the legal representative of the deceased. 
• The claim petition requires attestation by the Sarpanch or two Panchayat members.
• For Municipal Committees/Municipal Corporations, verification is obtained through the Municipal Commissioner. 
• In the absence of a Gram Panchayat, the Numberdar of the village, and the absence of the Municipal Committee, the Administrator of the Municipality may attest to the claim petition. Subsequently, attestation is obtained from the concerned Sub-Divisional Magistrate. Medical treatment, disability (partial or complete), or incapacitation of body/limb requires an attestation certificate only from a Registered Qualified Doctor.
• Submission of the claim requires a mandatory copy of the daily diary report and post-mortem report for death cases and a disability certificate for disability cases.
• The claim petition should be accompanied by an affidavit duly attested by an Oath Commissioner or 1st Class Magistrate.
• In cases of death, including the death certificate, and for physical loss of a limb, attach a photograph of the remaining limb on behalf of the claimant.
• The Chairman/Administrator of the relevant Market Committee is authorized to handle applications/claims under this scheme, with overall control and supervision by the HSAMB.
• The Chief Administrator of the Board has the authority to make modifications to the application/claim procedure as deemed appropriate for the effective implementation of this scheme.

Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana Time Limit 

Applications for assistance under this scheme must be submitted within two months from the occurrence of the death or disability. However, the Chief Administrator has the authority to waive the delay up to two years. Applications received after a delay of more than two years may be reviewed if the Chairman of HSAMB deems it appropriate to consider them at a later stage.
