The Chief Minister Jeevan Jyoti Swaniyojan Yojana led by the Chief Minister of Assam focuses on providing self-employment opportunities to educated unemployed youth in the region. The primary objective is to generate income through institutional credit extended by nationalized banks, financial institutions, or organizations. This comprehensive scheme encompasses a wide range of employment opportunities spanning the primary, secondary, and tertiary sectors, including activities in production, processing, marketing, transportation, small businesses, small industries, and services.

Key initiatives covered under the program include the promotion of improved agricultural practices, cultivation of horticulture, floriculture, and mushrooms, development of fisheries, sericulture, handloom and textiles, poultry farming, scientific pig rearing, crossbreed milch cattle rearing, nursery raising, vermiculture, agro-clinic, integrated farming, agro-processing, food processing, the establishment of mini tea gardens, marketing extension, cultivation of herbal medicinal plants, handicrafts, rural transportation, operation of computer training and DTP centers, as well as support for small industries and businesses.

The recent study on CMJJSY reveals that the maximum monthly income of all beneficiaries before benefiting from the scheme was Rs. 7000. After benefiting from the scheme, the monthly income of beneficiaries started at Rs. 7000 and increased to above Rs. 9000.

Chief Minister Jeevan Jyoti Swaniyojan Yojana Eligibility Criteria 

  • Age: Applicants must fall within the age bracket of 18-37 years.
  • Education: The minimum educational requirement is completion of up to the 10th standard. However, for women engaged in initiatives related to handloom and sericulture, the educational criteria are relaxed to a minimum of Class V. For male participants involved in activities about agricultural practices and animal husbandry, the educational qualification is relaxed to a minimum of Class VII.
  • Group Participation: The project implementation adopts a group approach, requiring a minimum of four members organized into “Joint Liability Swabalambi Groups.” However, individual applicants and pairs with a joint account are also eligible for participation, particularly in the following activities:
    • Computer training units/DTP centers.
    • Internet Café/Video editing/Photocopy/Fax/PCO Centers.
    • Establishment and operation of Garment Shops/Garment making and marketing/book stalls.
    • Carpentry, electrical shops, plumber works, motor repairing workshops, motor parts shops, handicraft units, etc.
    • Operation of Fast Food Stalls.
    • Ownership and operation of transport vehicles and three-wheelers.
    • Establishment and management of Beauty Parlors.

Chief Minister Jeevan Jyoti Swaniyojan Yojana Application Process

The Chief Minister’s Jeevan Jyoti Swaniyojan Yojana is a demand-driven project of the government. It will be done first come first serve basis. ‘

Interested individuals can submit their applications to the State Institute of Panchayat Development (SIPRD) Assam, the designated implementing agency.

On receipt of demand/ applications, the selection of eligible youth will be done by the implementing agency through the block-level selection committee as follows: 

  • Block Development Officer. 
  • President of Gaon Panchayat/ VCDC concerned.
  • The bank branch Manager concerned or his representative. 
  • Representative of SIRD, Assam. 

In the case of semi-urban/ urban areas, the Bank, field office of SIRD, Jt. Director of SIRD will finalize the selection after field verification.

Financial assistance through institutional credit, ranging up to Rs. 6.00 lakhs, will be provided based on the creditworthiness and the situation of the group members.

Chief Minister Jeevan Jyoti Swaniyojan Yojana Bank Requirements 

Requirements for obtaining loans from banks include 

  • Educational qualification and age certificates.
  • Valid certificates/documents verifying the formation of the group.
  • Land documents for creating equitable mortgages, as required by the bank.
  • Personal guarantee, National Savings Certificate (NSC), Life Insurance Corporation (LIC) Policy, Fixed Deposit Receipt, or other specified documents in place of land documents, as per the bank’s requirements.
  • Three copies of a group photograph attested by the appropriate authority.
  • Submission of Permanent Residential Certificate or proof of identity.
  • The group is expected to contribute 10% to 15% of the project cost as margin money.

Chief Minister Jeevan Jyoti Swaniyojan Yojana Financing from Other Organizations 

Requirements for acquiring vehicles/tractors, etc., through private financial institutions/organizations:

  • The final decision regarding loan approval for groups to acquire vehicles will be made by the sanctioning authority.
  • SIRD Assam’s role is to provide training, monitoring, and necessary facilities to ensure the sustainability of the activity in the field.
  • It follows a group approach for financing by other organizations.
  • Coverage will encompass all potential and sustainable areas throughout the state.
  • The responsible group needs to submit the required documents to the financing organization or company.
  • The financed asset will be covered by insurance, adhering to the terms and conditions set by the financing company.
  • Applicants are required to deposit 15% to 20% as margin money and processing fees. The company will offer after-sales service during the warranty period.
  • After the warranty period, the company or its authorized dealers will provide after-sales service on payment.
  • The group collectively holds the responsibility for loan repayment, proper maintenance, and upkeep of the vehicle.
  • The company offers the flexibility of acquiring various models of commercial vehicles based on viability and suitability for income generation in respective locations.
  • Interest rates will be determined according to the company’s norms and procedures.
  • The maximum repayment tenure with interest is set at 5 (five) years.
  • Facilities are demand-driven with no fixed targets, contingent upon meeting the required terms and conditions.

Chief Minister Jeevan Jyoti Swaniyojan Yojana Financial Support by Government

The state government will offer financial assistance to the Implementing Agency to cover expenses related to:

Chief Minister Jeevan Jyoti Swaniyojan Yojana Government Subsidy/Margin Money

The State Government offers a subsidy or margin money amounting to 50% of the project cost upon loan approval, with a per capita subsidy of Rs. 40,000/- or a maximum of Rs. 1.60 Lakhs for a joint liability group consisting of a minimum of 4 members. The margin money or subsidy was initially increased from 15% to 25% on January 17, 2009, and further enhanced to 50% starting from the financial year 2011-2012.
