As per the National Family Health Survey 5 (2020-21), 23.1 percent of women in Chhattisgarh have a body mass index below the standard level. Additionally, the survey highlights that 60.8 percent of women aged 15 to 49 years suffer from anemia, with pregnant women experiencing a rate of 51.8 percent. In light of these circumstances, there is a pressing need to continually enhance the economic self-reliance, health, and nutrition levels of women in the state. Efforts should focus on eliminating discrimination, inequality, and awareness gaps towards women in society and healthcare. To promote economic self-reliance and empowerment and bolster the pivotal role of women in families, the Chattisgarh Government has decided to implement the ” Chhattisgarh Mahtari Vandan Yojana” across Chhattisgarh.

This will come into effect from March 01, 2024. In this article, we will talk about the Chhattisgarh Mahtari Vandan Yojana in detail. 

What is  Chhattisgarh Mahtari Vandan Yojana?

The social structure in Chhattisgarh state generally accords women due respect and work opportunities. Married women, in particular, bear significant responsibilities in family nutrition, household management, and economic activities. Despite their crucial roles, there remain instances where women face challenges in achieving economic independence and decision-making authority in financial matters. Many women encounter financial constraints, leading to low participation in economic activities.

It is undeniable that financial support for women is often driven by the desire to secure the well-being and future needs of the family and children, emphasizing the importance of women’s economic empowerment. To ensure the holistic development of women in the state, it is imperative to consider key indices related to women’s well-being.

Launched on November 09, 2023, by Home Minister Amit Shah, Chhattisgarh Mahtari Vandan Yojana is a financial assistance scheme for the women of the state. This scheme has been launched to foster self-reliance and financial strength among women. Under this scheme, married women in the state will receive financial assistance of Rs 12,000 every year to meet their economic needs. Through this initiative, women can utilize financial support to fulfill their requirements.

Chhattisgarh Mahtari Vandan Yojana Key Features  

The Chattisgarh Mahtari Vandan Yojana, initiated by the Chhattisgarh Government, is a dedicated endeavor for the well-being of women in the state, offering a range of benefits.  The scheme is said to be launched in a similar line to the Mukhyamantri Ladli Behna Yojana. Therefore, the expected key features of the scheme include:

• Every eligible married woman (Including Widows, divorced, and abandoned) will receive a monthly stipend of Rs.1000 until they reach 60 years of age, deposited into their Aadhaar-linked DBT-enabled bank accounts.
• Women below the age of 60 from families receiving less than Rs. 1000 per month under the Social Security Pension Scheme will be reimbursed up to Rs. 1000.
• The funds allocated through the scheme contribute to the enhancement of the financial well-being of the Ladli Behnas in Madhya Pradesh.

Chhattisgarh Mahtari Vandan Yojana Financial Assistance 

• Each eligible woman will receive Rs. 12,000 during her eligibility period. The amount, disbursed at the rate of Rs. 1000 per month, will be deposited into the applicant’s Aadhaar-linked Direct Benefit Transfer (DBT) bank account.
• Women receiving assistance per month from various pension schemes under the Social Assistance Program through the Social Welfare Department will be granted additional assistance if the pension amount is below Rs. 1000. This supplementary assistance will ensure that eligible women receive a total monthly amount of Rs. 1000.

Chhattisgarh Mahtari Vandan Yojana Eligibility Criteria 

The Chattisgarh Mahtari Vandan Yojana stands as an attractive opportunity for the women of Chhattisgarh. However, it is crucial to note that eligibility is a prerequisite for participation. To apply for the  Chattisgarh Mahtari Vandan Yojana, it is recommended to carefully review the expected eligibility criteria outlined below:

• The married woman should be a resident of Chhattisgarh state.
• The age of the married woman should be at least 21 years as of January 1st of the calendar year in which the application is submitted.
• Widows, divorced, and abandoned women are also eligible for the scheme.
• The eligible beneficiary will receive the amount in their Aadhaar-linked Direct Benefit Transfer (DBT) based bank account. The female applicant should have an Aadhaar-linked DBT-based bank account in her name. In case the female beneficiary lacks an account at the time of online application submission, she will be informed through acknowledgment and expected to open her bank account (Aadhaar-linked DBT-based). 

Chhattisgarh Mahtari Vandan Yojana  Ineligibility Criteria

Women falling within the following categories will be ineligible for the scheme:

• Those whose family members are income taxpayers.
• Those whose family members hold positions as first-class, second-class, and third-class officers/employees in any government department/undertaking/division/local body of the Government of India or State Government, whether on a permanent, temporary, or contractual basis.
• Those whose family members are current or former Members of Parliament (MP) or Members of Legislative Assembly (MLA).
• Those whose family members are current or former chairmen and vice-chairmen of boards, corporations, or entities under the Government of India or the State Government.

Chhattisgarh Mahtari Vandan Yojana Documents Required

It is essential to be aware of the key documents necessary when applying for the Chhattisgarh Mahtari Vandan Yojana. Prior preparation, including having these documents readily available, is recommended for a smooth application process. Below is the list of expected documents required to apply for the scheme. 

• Self-attested passport-sized photograph.
• Documents confirming local residency (Residence Certificate/Ration Card/Voter ID Card).
• Aadhar cards of the applicant and her husband.
• PAN cards of the applicant and her husband (if applicable).
• Marriage certificate or certificate issued by the Gram Panchayat and local bodies.
• Death certificate of the husband in the case of a widow.
• Certificate issued by the society/ward/gram panchayat in case of abandonment.
• Birth certificate, Class 10th or 12th marksheet/Transfer Certificate/PAN Card/Voter’s Identity Card/Driving License (any one).
• Bank account details and photocopy of the bank passbook of the eligible beneficiary.
• Self-declaration/affidavit (attached with the application). If there is a need for document verification, applicants will have to appear in person at the specified locations.

Implementation Process of the Scheme:

Applications for the scheme can be submitted through the online portal of Mahtari Vandan Yojana and the mobile app of the scheme using the following methods:

• Applying through the Anganwadi center from the Anganwadi center’s login ID.
• Filling the application at the Gram Panchayat level using the login ID of Gram/Gram Panchayat Secretary (Village In-charge).
• Making applications at the Project Office, Women and Child Development Department, using the project-level login ID.
• Applicants can apply through the portal or mobile app, utilizing a process based on OTP. Selection of the relevant Anganwadi center is mandatory, and a list of all Anganwadi centers in the state will be available on the web portal.
• In urban areas, ward in-charges appointed by urban bodies will have a login ID. Applications can be submitted through ward in-charges, Anganwadi center login IDs under the ward, and project office login IDs. Urban area applicants can also apply online themselves.

The Chhatisgarh government has given an option to fill in the application form offline if you don’t have an availability of mobile phone or a laptop. Even if you have access to the form online, you can still go to the offline process to fill in your application.

• Visit the official website of Chattisgarh Mahtari Vandan Yojana to obtain the application form.
• To apply online, applicants will have the option to pre-fill the form with the necessary information so that the application process becomes quicker in the offline center.
• These forms will be available at Gram Panchayat/Ward Office/Anganwadi Centre/Project Office and special camps organized by the district.

• To apply online, applicants will have the option to pre-fill the form with the necessary information.
• Applicants must submit all information, necessary certificates, and their signatures to the Gram Panchayat/Ward Office/Anganwadi Centre/Project Office or special camp. 
• The filled forms then will be entered online by the camp in charge at the Gram Panchayat/Ward Office/Anganwadi Center/Project Office and during special camps organized by the district. 
• An acknowledgment of the filled application will be provided to the applicant.

Important Notes:

• The ID for each village will be provided to the Gram Panchayat to facilitate application submission for every village.
• The village in charge will be the Gram Panchayat Secretary responsible for filling out the applications for the scheme, while the Anganwadi worker will serve as the assistant in charge.
• To complete the application on the portal, Anganwadi Centers and Gram Panchayats will be provided with a login ID and password. Additionally, a login ID will be issued for application submission at the Child Development Project office level.

Before initiating the application process for the Chhattisgarh Mahtari Vandan Yojana, it is recommended to prepare all necessary documents in advance to prevent any potential inconveniences. • Look for the “Applicant Login” tab. 
• Enter your Mobile number and Captcha. An OTP will be sent to your mobile number.

• After entering the OTP, a Chhattisgarh Mahtari Vandan Yojana Application form will open.

• Fill in the information like Name, Husband’s Name, Sampark Name, Ward Name, Block/Tehsil, and other information. 

• After filling in all the information, Upload all the necessary documents.

• After that, you need to click on the “Submit” button. 
• Your online registration of Chhattisgarh Mahtari Vandan Yojana is now complete.
• If there is any ambiguity in the application or certificates, a hard copy of the application form along with all documents should be submitted to the in-charge of the nearest Anganwadi Centre/Gram Panchayat/Ward/Project Office for verification.
• Upon successful entry, applicants will receive information through SMS on their registered mobile numbers.

After the prescribed last date for receiving applications, the provisional list of applicants will be published on the portal/app by the Gram Panchayat. It will be displayed ward-wise, and a printout will also be posted on the Gram Panchayat/Ward level information board.

In case beneficiaries are dissatisfied with their ineligibility status after the release of the final list, they can submit an appeal, along with all relevant documents, to the District Collector. The District Collector will thoroughly examine the appeal application and decide within 15 days. Following the District Collector’s decision, the Objection Resolution Committee will take appropriate action on the appeal application. The decision of the Collector will be considered final
