A total sum of 1875.51 crore rupees has been allocated to livestock caretakers through the Mukhyamantri Besahara Govansh Sahbhagita Yojana. This initiative provides a monthly stipend of 900 rupees for the care and nourishment of a single cattle progeny. Beginning next month, October, the state government expected to raise this monthly allowance to 1500 rupees, resulting in an annual sum of 18,000 rupees. The Mukhyamantri Besahara Govansh Sahbhagita Yojana, designed to support destitute or vulnerable cattle, has received funding of 1875.51 crore rupees from the Uttar Pradesh government, led by Chief Minister Yogi Adityanath, since the year 2019.

Mukhyamantri Besahara Govansh Sahbhagita Yojana  Key Features 

  • The District Magistrate will identify individuals among farmers, animal herders, and other residents of the district who express an interest in caring for destitute cattle.
  • The District Magistrate will transfer maintenance funds at a rate of Rs 30/- (Thirty rupees only) per cow per day to the respective bank accounts of the interested animal owners each month through the Direct Benefit Transfer (DBT) process.
  • Destitute cattle, identifiable by rings in their ears as a mandatory marker, will be entrusted to willing farmers and cattle herders. 
  • This process will be facilitated through temporary or permanent cow protection centers established and managed by the district administration.
  • The selected farmer or animal herder is prohibited from selling the surrendered cattle under any circumstances, and they are obligated to ensure the well-being of the animals in their care.

Mukhyamantri Besahara Govansh Sahbhagita Yojana Eligibility Criteria 

  • Applicants must be residents of the relevant development block and currently reside there.
  • Prospective candidates should possess experience in animal husbandry, demonstrating the capability to provide adequate space for animal rearing.
  • Individuals expressing interest will be eligible for a maximum of four progeny, excluding newborns. Here, female progeny and suckling calves will be considered as a single entity.
  • An Aadhaar-linked savings account in a national bank, held in the name of the applicant as of the application date, is mandatory.
  • Preference will be given to individuals affiliated with milk committees.
  • Priority will be accorded to applicants with training as Paravet/Pashumitra.
  • Interested parties must submit their applications using the provided format, accompanied by a legible photocopy of their identity card (Aadhar Card/Voter Card/Ration Card) and bank passbook.
  • Applicants are encouraged to reach out to the Block Development Officer or Veterinary Officer in their respective blocks for further information and application submission.

  • The District Magistrate will allocate maintenance funds at a rate of Rs 30/- (Thirty rupees only) per cow per day to the respective bank accounts of interested animal owners each month via the Direct Benefit Transfer (DBT) process. 
  • Cattle classified as destitute, identified by mandatory earrings, will be handed over to willing farmers and cattle herders. 
  • This transfer will be facilitated through cow protection centers, either temporary or permanent, established and supervised by the district administration.

At present, the Uttar Pradesh government does not offer an online application process for this scheme. The responsibility for processing applications has been assigned to the District Magistrates and Chief Veterinary Officers by the government.
