The Dulari Scheme is a welfare scheme for the girl child of the state. It was inaugurated on January 26, 2013, following an announcement by the Honorable Lieutenant Governor of the Andaman and Nicobar Islands. Subsequently, it gained approval from the Administration on February 4, 2013. This scheme was a must to curb female feticide. If given enough promotion, this scheme will help decrease the gender ratio gap between males and females. This scheme has been administered by the Department of Health Services, Andaman and Nicobar Islands.
Under this scheme, girls born on or after January 26, 2013, are eligible for benefits under the scheme for birth incentives. Additionally, girl children below the age of 13, who are not registered under the Planned Family Scheme (the old scheme), are also entitled to the benefits provided by this initiative. The financial assistance will help the girl not become a burden on the family. The Dulari Scheme, an initiative by the Government of India, aims to promote the birth of girl children and is effectively implemented as a planned scheme in the Andaman and Nicobar Islands. Introduced on January 26, 2013, in the A&N Islands, the scheme targets reducing the gap in the sex ratio to the replacement level of the Net Reproduction Rate (NRR), reaching 1 within ten years of implementation or earlier.
The successful implementation of the Direct Benefit Transfer (DBT) for the Dulari Scheme has been achieved through an online mode.
The scheme’s objectives include narrowing the sex ratio gap, encouraging the birth of girl children, providing social security for newborn girls, supporting their education and marriage, promoting delayed marriage practices, and encouraging hospital delivery.

- The incentive is provided to individuals born on or after October 1, 2013, and others based on specific criteria.
- Girl children aged 0-13, born before the commencement of the Dulari Scheme and not included in the Planned Family Scheme, will only receive educational incentives after completing the eighth grade.
- This amount will be determined and held in a bank account, and withdrawals are restricted until the girl child reaches the age of 18 or according to any regulations established by the A&N Administration.
Dulari Scheme Termination of Benefits:
- Benefits will be discontinued if either the parent or beneficiary provides false or misleading statements/certificates.
- No additional benefits will be provided if the child gets married at an early age, i.e., before reaching 21 years.
- In the event of the girl dropping out of school, further benefits will only be extended for educational purposes.
- Suppose the child passes away for any reason before reaching the stipulated age for incentive disbursement. In that case, the Department of Health Services (DHS) may issue an order for the premature closure of the deposit. The applicable amount may then be provided to the parents.

- Present two attested copies of the Ration Card as proof of address and parent identity. Additionally, provide two attested copies of the bonafide certificate from the school or school leaving certificate.

- Attach an attested copy of the Marriage Registration Certificate or a certificate from an Executive Magistrate.
