- Applicants must be residents of Haryana.
- Candidates should have completed the 10+2 examination OR Attained any other 2-year certificate/diploma course post-matriculation from a Board/University recognized by the Haryana Government.
- Applicants should hold a Graduate degree or higher OR Have completed any 3-year certificate/diploma course post-10+2 examination or higher.

The honorarium will be provided for a maximum duration of 3 years (36 months) or until reaching 35 years of age, whichever comes first. The 3-year period begins from the date of assignment of the honorarium, and the age limit of 35 years is determined by the exact date of completing 35 years.
Conditions for Honorarium
Additionally, the applicant must provide a self-attested declaration affirming the following conditions:
- The applicant’s residence must have a functional toilet. If the house lacks a functional toilet, the applicant commits to installing one within two months from the registration date.
- The applicant’s family should not have any outstanding dues to, or be in default with, the Power Department or its affiliated companies. In case of default, the applicant agrees to allocate a portion of the honorarium/allowance to clear the dues.
- The applicant’s family must not be a defaulter with any Co-operative Bank. If there are outstanding dues, the applicant pledges to use part of the honorarium/allowance for their settlement.
- There should be no encroachment on public/Panchayat land by any member of the applicant’s family.
- The applicant’s family should not be in default of house tax payable to an Urban Local Body. If in default, the applicant undertakes to allocate part of the honorarium/allowance to clear such dues.

- Information, Education & Communication (IEC) activities related to Haryana Government/Union Government schemes like ‘Beti Bachao Beti Padhao,’ ‘Swachh Bharat Mission,’ ‘National Health Mission,’ EYAHS, etc.

What are the eligibility criteria for benefiting from the Saksham Yuva Scheme?
The applicant must be a domicile of Haryana.
