Rajasthan Yuva Sambal Yojana 2024 or Mukhyamantri Yuva Sambal Yojana is an unemployment allowance scheme for the youth of Rajasthan. Under this scheme, the unemployed youth will get an allowance of Rs 4000 to Rs 4500 per month. Apart from that, the youth will also have to go through skill internship training so that he/she can find the job of their choice as soon as possible. A maximum of one lakh youth will be benefited each year, selected through the portal on July 1. If more than two lakh applicants are eligible, preference is given to older applicants. Applicants currently receiving allowances under the previous Mukhyamantri Yuva Sabal Yojana-2019 will receive allowances at new rates, along with internship and skill training for the remaining period. From January 1, 2022, skill training and internship are mandatory, except for those who have previously received vocational training.

  • The applicant must be a native of the Rajasthan state.
  • Possession of a graduate degree from a university established by law in the State of Rajasthan is mandatory.
  • A woman, holding a bachelor’s degree from a university established by law in a state other than Rajasthan, is eligible if married to a native of Rajasthan.
  • At the time of application, the applicant should not be employed in the government or private sector, and self-employment is not allowed.
  • No minimum age limit is required for eligibility, but the maximum age limit is 30 years for general candidates and 35 years for Scheduled Caste/Tribe, Transgender, Women, and Specially Abled (Disabled) candidates.
  • The applicant must be registered in the local employment office before the application date, and registration in more than one employment office renders the applicant ineligible.
  • The applicant should not be receiving any allowance, scholarship, or financial assistance from any other treasury.
  • The applicant should not have been dismissed from any post by any government department or institution.
  • Unemployment allowance is admissible for a maximum of two years or until employment/self-employment is secured, whichever is earlier.   • Those unemployed engineers are eligible for the State Government’s scheme, which offers opportunities without inviting tenders, and those who are currently availing themselves of this scheme, will not be eligible.
  • Individuals continuing their regular studies in any institute even after obtaining a graduate degree are not qualified to receive the unemployment allowance.
  • Unemployed individuals benefiting from other schemes such as PMGSY and MNREGA are disqualified. This includes registered unemployed graduates under MNREGA and BOCW, who will not be eligible for this scheme.
  • Unemployed graduates with a family annual income exceeding two lakh rupees are ineligible.
  • Applicants who have previously received allowances under schemes like Ashat Yojana-2007, Akshat Kaushal Yojana-2009, Akshat Yojana (Rajasthan Unemployment Allowance Scheme 2012), or Mukhyamantri Yuva Sambal Yojana-2019 are not eligible for this scheme.

  • An applicant approved for the unemployment allowance must undergo an internship. The internship involves providing services for four hours daily in a government department or organization.
  • The internship allowance will be continued until the attainment of unemployment allowance eligibility. 
  • The maximum duration of this period will be two years.
  • If the internship is terminated prematurely, the allowance will be discontinued, and the applicant will be deemed ineligible for reapplication.
  • Internship hours will be strictly adhered to.
  • Unemployed individuals engaged in internships will not have their allowance deducted for a day of absence in a month. Absenteeism will proportionally affect the unemployment allowance for the duration of the absence.
  • Unemployed beneficiaries conducting internships must upload proof of their monthly internship by the 5th of each month through their SSO ID on the portal. 
  • This proof is valid solely for receiving the unemployment allowance and cannot be used for priority claims or claims under other laws in any job.
  • The District Employment Office will verify the uploaded proof documents on the portal and process the payment of the unemployment allowance.
  • To monitor Mukhyamantri Yuva Sambal Yojana and departments related to internships, a committee chaired by the District Collector will be established. The District Collector may issue directives to coordinate internships with all departments. The officer in charge of the District Employment Office will serve as a member of this committee.
  • Unemployed individuals aspiring to become self-employed, if obtaining a loan from a financial institution or participating in another department’s scheme like the Prime Minister’s Employment Generation Programme, Pradhan Mantri Mudra Yojana, etc., will receive an annual interest-based grant equivalent to 10% of the unemployment allowance amount, whichever is lower. This grant will be deposited directly into the bank account by the department after loan approval. 
  • After the bank approves the loan, the department will deposit the first installment of the grant into the loan account per the above-stated maximum amount of Rs. 48,000 for male beneficiaries and Rs. 54,000 for female, disabled, and transgender beneficiaries. 
  • After one year or upon loan repayment, whichever comes first, the remaining grant amount, up to a maximum of Rs. 48,000 or Rs. 54,000, will be deposited. A minimum of 20% of beneficiaries will undergo physical verification by the Employment Department offices occasionally. 
  • The District Employment Officer will conduct physical verification of skill training, self-employment, and internship as needed.

Rajasthan Yuva Sambal Yojana Skills Training Process

  • Completion of a minimum of 3 months (90 days) of skill training is mandatory.
  • Skill training must be obtained through RSLDC (Rajasthan Skill and Livelihoods Development Corporation) or institutions recognized by it.
  • Individuals who have already completed a professional course such as B.Tech, MBBS, B.Sc. Nursing, B.Pharma, etc., with a degree or diploma, are exempt from the requirement of undergoing three months of skill training.
  • After meeting the eligibility conditions of this scheme, the application will undergo verification. The allowance will be approved once the verified applicant uploads the certificate of skill training or completion of a professional course.
  • Allowance during the three months or more of skill training will be disbursed upon uploading the certificate of admission to a training course recognized by RSLDC and a monthly attendance certificate.
  • Beneficiaries engaged in internships will be provided with visible identification, such as a t-shirt, cap, or all-weather jacket, clearly labeled with “Mukhyamantri Yuva Sambal Yojana Beneficiary Intern.” Wearing this identification during duty will ensure the visibility of beneficiaries receiving unemployment allowance, preventing potential political issues.
  • The Employment Department and the relevant District Collector will conduct periodic fact-checks.
