On February 24, 2019, Prime Minister Narendra Singh Modi announced a remarkable welfare scheme for farmers. Under this scheme, the Farmers will be provided with financial assistance of Rs 6000 in three equal installments. In the recent event, it is said that the 15th installment of PM KISAN will be disbursed in the last week of October 2023. The objective of this program is to assist landholding farmers and their families in meeting their financial requirements for purchasing different agricultural inputs necessary for ensuring optimal crop health and expected yields. What is PM Kisan Samman Nidhi Yojana? 

In order to boost the income of small and marginal farmers (SMFs), the Government of India introduced a new program called “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” in 2019. This scheme has been highly acclaimed by many as this provides Small and Marginal Farmers with financial assistance of Rs 6000 in order to help them buy agricultural products. 

The PM-KISAN scheme has two main goals:

  • To provide financial support to Small Marginal Farmers so they can afford the necessary resources for healthy crops and good yields, which will ultimately help them achieve their expected income after each crop cycle.
  • To prevent SMFs from resorting to borrowing from moneylenders to cover these expenses, thus ensuring that they can continue their farming activities without falling into debt.

This support is designed to align with projected farm income and domestic necessities. Through the program, the Central Government disburses an annual amount of Rs. 6000 directly into the eligible farmers’ bank accounts using the Direct Benefit Transfer method. It’s important to note that certain exclusions apply to this scheme.

The program extends its benefits to all eligible farmer families who own land, with the exception of those who meet the established exclusion criteria. This decision was made by the Cabinet in May 2019, and the updated scheme is anticipated to encompass approximately 2 crore additional farmers, thereby expanding the coverage of PM-KISAN to approximately 14.5 crore beneficiaries. Within the scheme, financial assistance is provided to all Small and Marginal land-holding farmer families whose total cultivable land does not exceed 2 hectares. Each eligible family receives an annual benefit of Rs. 6000, disbursed in three equal installments, with a four-month interval between each installment.

PM KISAN Samman Nidhi Yojana Objective 

The PM-Kisan Portal was established with the following aims:

1. To maintain a verified and reliable source of information about farmers on the portal.

2. To offer prompt support to farmers in their agricultural activities.

3. To provide a unified digital platform for transferring cash benefits directly into farmers’ bank accounts, integrated with the Public Financial Management System (PFMS).

4. To make available a list of beneficiaries based on their location.

5. To simplify monitoring of fund transactions nationwide, ensuring transparency and accountability.

PM KISAN Samman Nidhi Yojana Eligibility Criteria 

To qualify for the program, a family must meet the following PM KISAN eligibility criteria:

1. The family must be composed of a small and marginal land-holding farmer, including the husband, wife, and minor children.

2. The family collectively owns up to 2 hectares of land.

3. The existing land ownership records will be utilized to identify eligible beneficiaries and determine the amount of assistance they are entitled to receive.

On September 22, 2023, the government introduced a new service aimed at assisting farmers. Union Minister of State for Agriculture and Farmers Welfare, Kailash Chaudhary, has launched the PM Kisan AI-Chatbot, also known as Kisan E-Mitra. This chatbot is expected to be highly beneficial for farmers and has been developed in collaboration with the One Step Foundation.

During the launch event, Additional Agriculture Secretary Pramod Mehrada provided detailed information about the chatbot’s features, accompanied by a comprehensive presentation. The Agriculture Ministry emphasized that the AI chatbot is an important step to enhance the efficiency and reach of the ‘PM-Kisan Yojana while providing farmers with quick, clear, and accurate responses to their queries.

The introduction of the AI chatbot into the PM-Kisan Grievance Management System aims to empower farmers by providing them with a user-friendly and accessible platform. Initially, the chatbot will assist farmers in obtaining information related to their application status, payment details, eligibility status, and other scheme-related updates. You can access the AI chatbot through the PM-Kisan mobile application.

  • The chatbot offers support in multiple languages to accommodate the linguistic and regional diversity of PM-Kisan beneficiaries. 
  • This integration of advanced technology not only enhances transparency but also helps farmers make informed decisions. 
  • Currently, the chatbot is available in English, Hindi, Bengali, Oriya, and Tamil languages, with plans to make it accessible in all 22 official languages of the country in the near future.

PM KISAN Samman Nidhi Yojana Documents Required

Listed below are the suggested documents that you’ll need for the PM KISAN Samman Nidhi Scheme. 

1. Aadhaar Card: This is a government-issued identification card that contains a unique 12-digit number assigned to each Indian citizen. It serves as proof of identity and residence.

2. Land Ownership documents: These are legal papers that establish your ownership or rights to a piece of land. They may include property deeds, land titles, or other relevant documents.

3. Savings Bank Account: This is a type of bank account meant for saving and storing your money. It allows you to earn interest on your deposits and provides a secure place to manage your finances.

PM KISAN Samman Nidhi Yojana Exclusions 

The following groups of individuals with a higher economic status will not be eligible to receive benefits under this scheme:

1. Institutional Landholders.

2. Farmer families that include one or more members falling into the following categories:

  •  Former and current holders of constitutional positions.
  •  Former and current Ministers/State Ministers.
  •  Former/present Members of Lok Sabha/Rajya Sabha/State Legislative Assemblies/State Legislative Councils.
  • Former and current Mayors of Municipal Corporations.
  •  Former and current Chairpersons of District Panchayats.

3. All active or retired officers and employees of:

   – Central/State Government Ministries/Offices/Departments and their field units.

   – Central or State Public Sector Enterprises (PSEs) and attached offices/Autonomous Institutions under the Government.

   – Regular employees of Local Bodies (Excluding Multi-Tasking Staff/Class IV/Group D employees).

4. Retired pensioners whose monthly pension amounts to Rs. 10,000 or more (Excluding Multi-Tasking Staff/Class IV/Group D employees) within the above categories.

5. Individuals who paid Income Tax in the last assessment year.

6. Professionals such as Doctors, Engineers, Lawyers, Chartered Accountants, and Architects who are registered with professional bodies and actively practicing their respective professions.

PM KISAN Samman Nidhi Yojana How to Apply Online?

States and Union Territories are responsible for creating a database of eligible farmer families who own land in villages. These lists of beneficiaries will be made available for public viewing at Panchayat offices to enhance transparency and access to information. Additionally, the States/UTs will notify beneficiaries of their approved benefits through automated SMS notifications.

  • To apply for this scheme, you can do it online through Common Service Centers (CSCs). Here’s what you need before enrolling
    • Aadhaar Card
    • Landholding documents
    • Savings bank account
  • The Village Level Entrepreneur (VLE) will complete the farmer’s registration by providing details such as the State, district, subdistrict, block, and village.
  • They will also input the Aadhaar number, beneficiary’s name, category, bank information, Land Registration ID, and date of birth as it appears on the Aadhaar card for authentication.
  • Furthermore, the VLE will input land details, including Survey/Kahta Number, Khasra number, and land area as stated in the landholding documents. 
  • Supporting documents like land documents, Aadhar cards, and bank passbooks will need to be uploaded.
  • A self-declaration will be accepted, and the application form will be saved.
  • Once the application form is saved, payment can be made using the CSC ID. You can then check the beneficiary status using the Aadhar number.
