Naya Savera Scheme or Free Coaching and Allied Scheme is a scheme launched by the Ministry of Minority Affairs to provide coaching for competitive examinations. It was launched on July 17, 2017. Naya Savera Scheme 2023 Objective
The scheme aims to provide support to students from notified minority communities through specialized coaching for the following purposes:
- Preparing for qualifying exams required for admission into technical/professional courses such as engineering, medical, law, management, information technology, etc., as well as language/aptitude exams for foreign university admissions.
- Preparing for competitive exams for securing positions in Group ‘A,’ ‘B,’ and ‘C’ services, along with equivalent posts in Central and State governments, including public sector undertakings, banks, insurance companies, and autonomous bodies.
Naya Savera Scheme 2023 Courses Names
The coaching will cover the following courses:
- Competitive exams are organized by entities such as the Union Public Service Commission (UPSC), State Public Service Commissions, the Staff Selection Commission (SSC), and various recruitment agencies like Railway Recruitment Boards (RRBs) and Banking Services Recruitment Boards. These exams are intended for positions in Group A, B, and C.
- Examinations for Officers’ Grade positions conducted by Banks, Insurance Companies, and Public Sector Undertakings (PSUs).
- Entrance exams for admission into Engineering and Medical courses, as well as Professional courses like CAT, CLAT, MBA, and any other disciplines as determined by the Ministry from time to time.
Naya Savera Scheme 2023 in News | What’s New
While giving information through a written reply in Lok Sabha on August 03, 2023, Minister of Minority Affairs Smt. Smriti Zubin Irani has given the following information.
Since its establishment, a total of 1,19,223 minority students/candidates have received benefits from the Naya Savera Scheme. Among them, 12,155 beneficiaries hailed from the state of Andhra Pradesh. Here are the physical achievements over the past three years:

The coaching period duration within the scheme ranged from 3 months to 2 years, based on the specific coaching program assigned to the Project Implementing Agencies (PIAs). However, starting from the fiscal year 2022-23, the scheme has been terminated.
Naya Savera Scheme 2023 Implementing Agencies
Financial assistance under this Scheme will be available to the following categories of organizations:
i) Government sector institutes, including universities and autonomous bodies, providing professional coaching for competitive exams.
ii) Private sector universities/colleges involved in professional coaching endeavors, including deemed Universities.
iii) Entities such as Trusts, Companies, Partnership Firms, or Societies registered under the Societies Registration Act, of 1860, engaged in the provision of professional coaching.
Naya Savera Scheme 2023 Eligibility Criteria
Here are the key points of the eligibility and rules for the scheme, simplified:
- Candidates need to have achieved the necessary marks in the qualifying exam for the desired course or recruitment exam.
- Only candidates from notified Minority Communities with a total family income not exceeding Rs. 6.00 lakh per year can apply. They need to provide an income certificate from the appropriate authorities.
- A student can avail of coaching support under the scheme only once, except for residential coaching for Civil Service Exams. They need to sign an affidavit confirming no previous benefit from the scheme.
- Students can receive support for residential coaching for Civil Service Exams a maximum of two times. Repeaters receive 50% of coaching fees.
- Students who’ve received residential coaching for combined preparation for Civil Services exams aren’t eligible for the “Nai Udaan” scheme.
- Students must attend all classes. If absent for over 15 days without reason or leaving midway, the institute/student might need to repay the cost.
- 30% of coaching slots are reserved for girls. If not enough eligible female candidates are available, the remaining slots can be filled by males with prior permission from the Ministry.
Naya Savera Scheme 2023 Funding Pattern
Here’s a simplified version of the provided information:
- The Ministry of Minority Affairs will fully fund coaching for selected minority students based on scheme terms.
- Grants will be given per student.
- Coaching organizations will receive coaching fees in two parts annually.
- After being chosen and providing the required documents, institutes get 50% of coaching fees and stipends.
- The remaining 50% of coaching fees and stipend are reimbursed after submitting Utilization Certificate, Audited account statement, and other details, with evidence of student success.
- After the first year, subsequent funding depends on previous success. If the required success rate isn’t met, the next year’s funding is reduced proportionally or might be stopped.
- Coaching institutes pay stipends directly to students through the PFMS portal monthly.
- Inspections, done by State Government/District Authority or Ministry officials, occur once a year. Coaching centers need to share program dates and invite inspections.
- The funding follows General Financial Rules and scheme guidelines through the PFMS system.
- The Government can inspect and release funds in following years as needed, to ensure compliance.
