What is Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana?

Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana was initially introduced in the fiscal year 2009-10 and was created to commemorate the 50th anniversary of Gujarat’s establishment. Its primary objective is to allocate funds to cities and towns to enhance their infrastructure facilities. The scheme’s name can be translated to “Golden Jubilee Chief Minister’s Urban Development Scheme.”

Over the course of the past 13 years, an impressive 2.84 lakh projects, with a total investment of Rs 48,736 crore, have been approved and implemented as part of this scheme. The government has now allocated a budget of Rs 57,000 crore to continue supporting this flagship program in the coming years.

Mukhya Mantri Shaheri Vikas Yojana

The Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana focuses on infrastructure projects for water supply and underground drainage within Gujarat’s urban areas. These initiatives are undertaken by the Gujarat Municipal Finance Board and the Gujarat Urban Development Mission.

The beneficiaries of this program include municipalities, municipal corporations, and various authorities. The “Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana” in Gujarat encompasses various benefits and provisions, including:

1. Infrastructure Facilities in Private Societies: This scheme supports the development of infrastructure within private housing societies, including internal roads, streetlights, and water supply pipelines, with participation from the residents.

2. Urban Mobility: It focuses on improving urban transportation and mobility by investing in initiatives like city bus services, traffic management, construction of flyover bridges, railway overpasses, and underpasses, as well as the development of ring roads and radial roads.

3. Social Infrastructural Facilities: The scheme promotes the creation of important social infrastructure such as urban health centers, Nand Ghar (Anganwadi centers), community halls, e-libraries, markets, and parking facilities to enhance the quality of life in urban areas.

The budget allocations for the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY) are as follows:

– From 2009 to 2012, an amount of Rs. 7000 Crore was allocated.

– From 2012 to 2017, the allocation was increased to Rs. 15000 Crore.

– From 2017 to 2022, a total of Rs. 22615 Crore was allocated.

– From 2023 to 2026, a total of Rs 57,000 crore has been allocated. ( October 17, 2023)

It’s important to note that the state government bears the entire financial burden for these allocations, as the state share is 100%.

Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana Projects

The Gujarat Urban Development Mission, under the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY), has initiated several projects to improve urban infrastructure and services in the state. Here are some of the key projects and their status:

1. Water Supply Scheme: The government has approved various water supply schemes amounting to Rs. 1573 Crore to provide clean water in municipalities across the state. Out of 168 water supply works, 151 are completed, 16 are near completion, and 1 is at the tender stage. Additionally, 35 projects have received principal approval under the “Nal Se Jal” initiative to provide clean potable water through tap connections.

2. Underground Drainage Scheme: Administrative approval has been given to various underground drainage schemes worth Rs. 5785 Crore to safely dispose of wastewater in municipalities. Out of 185 underground drainage works, 168 are completed, 10 are near completion, and 7 are at various stages of the tender process. Sewage Treatment Plants (STPs) are planned for all municipalities in the state, with 43 completed, 98 in progress, and 28 at various tender stages.

3. Nal Se Jal and Daily Water Supply: The government, as part of the “Har Ghar Jal” campaign, aims to provide clean drinking water to urban households through tap connections on a daily basis.

4. Use of Renewable Energy (Solar Plants): Solar plants are being considered for installation at Sewage Treatment Plants (STPs) and Water Treatment Plants (WTPs) to reduce electricity costs and promote the use of solar energy in the operation and maintenance of these facilities.

5. Chief Minister Urban Bus Service Scheme (CMUBS): To support urban bus services, the government will provide Viability Gap Funds (VGF) to Transport Authorities (TA) and Urban Local Bodies (ULBs). This initiative is part of the SJMMSVY and covers all 8 cities with Municipal Corporations and all 22 Class A Municipalities with a population of one lakh or more. VGF will be provided for operational costs in a public-private partnership (PPP) mode for a period of 7 years.

These projects aim to enhance urban infrastructure, provide essential services, and improve the overall quality of life in urban areas in Gujarat.
