What is Dulari Kanya Scheme 2024?

Introduced on August 15, 2016, the “Dulari Kanya Scheme” is a program for supporting girls, managed by the Directorate of Family Welfare under the Department of Health & Family Welfare of the Arunachal Pradesh Government. The primary goal of the scheme is to eliminate gender bias in favor of either male or female children, promote institutional deliveries, ensure child immunization, prevent child marriages, and enhance the overall empowerment of females across various aspects of their lives. 

Under this initiative, an amount of ₹20,000/- will be deposited into the fixed deposit bank account (Minor Account) of girls born in government or government-recognized private hospitals. The maturity amount becomes accessible to the beneficiary upon age 18, contingent upon verification by the district’s District Medical Officer (DMO). Dulari Kanya Scheme Objective 

The prime objectives of the Dulari Kanya Scheme are provided below. 

  • The primary goal of the scheme is to eliminate gender bias in favor of either male or female children, promote institutional deliveries, ensure child immunization, prevent child marriages, and enhance the overall empowerment of females across various aspects of their lives. 
  • Under this scheme,  a total amount of Rs 20,000 will be given to the girl child as a fixed deposit. This amount will be given to the girl child at the time of maturity i.e. when the girl child turns 18 years of age. 

Dulari Kanya Scheme Benefits

  • A sum of ₹20,000/- will be deposited into the fixed deposit Bank Account (Minor Account) for girls born in any Government Hospital or recognized private hospital.
  • The maturity amount becomes accessible to the beneficiary upon reaching the age of 18.
  • Withdrawal of the maturity amount is contingent upon verification by the District Medical Officer (DMO) of the respective district.
  • In this initiative, parents or families receive a financial incentive of Rs 1000 for each fully immunized child. The aim is to encourage parents and families to take proactive measures, ensuring timely and complete immunization of the child before their first birthday. Dulari Kanya Scheme Eligibility Criteria 

To qualify for the scheme, the following conditions must be met:

  • The girl child should be born in a Government Hospital or a Government-recognized private hospital in Arunachal Pradesh.
  • The father/guardian must belong to a scheduled tribe in Arunachal Pradesh or be a domicile resident of the state or possess a household residential certificate.
  • The scheme is applicable for a maximum of the first two live girl children in the family.

Dulari Kanya Scheme Documents Required 

To avail of benefits under the “Dulari Kanya” scheme, the following documents need to be submitted for verification:

  • A delivery/discharge certificate issued by the Medical Officer of the hospital serves as proof of institutional delivery.
  • A copy of the Maternal and Child Protection (MCP) card.
  • A birth certificate copy issued by the Registrar of Birth & Death.
  • A copy of the father/guardian’s Schedule Tribe certificate or domicile certificate (for non-APST), clearly indicating the duration of residence in Arunachal Pradesh.
  • Two group photographs featuring the girl child with her parents/guardians.
  • Copies of Aadhar Cards for both parents/guardians and the child, if the child is enrolled under Aadhar.

Documents at the time of Maturity

  • A copy of the class 10 passed certificate with a copy of the mark sheet.
  • A self-declaration about being unmarried on her 18th birthday.
  • A copy of the bank passbook was opened in the name of a girl beneficiary in the State Bank Of India.
  • Withdrawal form filled y the girl herself.

These documents collectively ensure the verification process for eligibility under the scheme.

Dulari Kanya Scheme Application Process

  • To access the advantages offered by the scheme, individuals must submit their application to the designated office of the respective Medical Officer in charge or Medical Superintendent using the prescribed form.
  • Following verification, the concerned Medical Officer in charge or Medical Superintendent will subsequently forward the documents to the relevant District Medical Officer.

Dulari Kanya Scheme Procedure for Maturity Claim

  • Upon reaching the age of 18 and completing at least the Class-X examination, the girl child beneficiary is required to submit a maturity claim using the specified application form to the relevant District Medical Officer (DMO).
  • The application form must be completed by the girl child beneficiary herself.

Dulari Kanya Scheme Monitoring Process

The Monitoring Mechanism involves the regular assessment of implementation progress within the district. The District Monitoring Officer (DMO) will submit a comprehensive quarterly report to the Director of Family Welfare, following the specified reporting format. The Director of Family Welfare (DFW) will, in turn, provide a consolidated progress report to the Planning and Finance Department every quarter. This process ensures transparent and accurate monitoring of the ongoing initiatives.
