On July 23, 2023, the Union Government decided to launch the “Ayushman Bhava” program to cover all the health schemes”. In simple terms, ‘Ayushman Bhav’ is a comprehensive plan to bring healthcare to every corner of society, involving various activities and empowering local communities to provide healthcare services effectively.This has been decided to cover all the state-run schemes to the intended beneficiary. The government has been doing it for quite some time.This will be an intensive program that has been rolled out from September 17, 2023.

What is the Ayushman Bhava Program 2023?
The ‘Ayushman Bhav’ initiative aims to make healthcare services available in every village and town, aligning with Prime Minister Narendra Modi’s commitment to ensure healthcare access for everyone. This initiative includes various actions:
1. ‘Ayushman – Apke Dwar 3.0‘: This is a program to help people easily register for healthcare services using advanced technology like face recognition and more.
2. ‘Ayushman Sabhas‘: These are community meetings to discuss and promote healthcare awareness and services.
3. ‘Ayushman Melas‘: Health and wellness events and medical camps organized at the community level.
4. Achieving ‘Ayushman Panchayat’ or ‘Ayushman Urban Ward’ status: The goal is to ensure that local government bodies like Gram Panchayats or Nagar Panchayats in rural and urban areas are equipped to provide comprehensive healthcare services to their residents.
Apart from spreading awareness, the Union Government will also spread awareness about “Ayushman Bharat- PM Jan Arogya Yojana” and will tell them about the “ABHA Card”. They are also going to generate ABHA numbers through this scheme so that maximum number of people get covered under the PMJAY scheme.

The ‘Ayushman Bhava’ campaign, initially slated for a September 1 launch in Pune district, Maharashtra, had several key components in its agenda. These included programs such as ‘Ayushman Apke Dwar,’ ‘Ayushman Sabha,’ ‘Ayushman Mela,’ school children screenings, and ‘Ayushman Gram’ initiatives.
Dr. Ramchandra Hankare, the district health officer, explained that ‘Ayushman Apke Dwar’ aimed to register families eligible for the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and issue health cards to them under the scheme.
Furthermore, the Ayushman Sabha program was designed to raise awareness about health, hygiene, and nutrition at the village level. It also encompassed educational activities on various fronts, including non-communicable diseases (NCD) screenings, sickle cell disease, immunization, and tuberculosis within the Pune district.
Why does Ayushman -Apke Dwar’s campaign Need to be Conducted?
The National Health Authority (NHA) launched the ‘Ayushman -Apke Dwar’ (AAD) campaign on March 1, 2021, in 33 States/UTs to expedite the creation of Ayushman cards. These cards are crucial for beneficiaries of the AB PM-JAY scheme. Initially, beneficiaries had to pay Rs 30 for a paper-based Ayushman card, but in 2021, it was decided to provide PVC Ayushman cards free of cost.
The Ayushman card serves as a means of awareness, entitlement, and empowerment for beneficiaries, improving their health-seeking behavior. It also creates a common identity for the scheme across India.
In August 2022, ‘Ayushman -Apke Dwar 2.0‘ was launched with an improved IT platform, mobile app-based card creation, and the involvement of Frontline Workers (FLWs) for a door-to-door campaign, resulting in over 10 crore Ayushman cards in FY 2022-23.
However, most cards were created in rural areas, and urban areas faced challenges due to migration and non-availability of beneficiaries. To address this, ‘Ayushman Apke Dwar 3.0′ was launched on September 17, 2023. It introduces self-registration with advanced authentication methods like face recognition, OTP, IRIS, and fingerprint. Additionally, Fair Price Shops (FPS) will be involved in urban areas, using ration card data for Ayushman card creation.
What is “Ayushman Bharat- PM Jan Arogya Yojana”?
Pradhan Mantri Jan Arogya Yojana (PMJAY) scheme is a health insurance scheme launched on the recommendation of National Health Policy 2017, to achieve the vision of Universal Health Coverage (UHC). This initiative works to achieve Sustainable Development Goals (SDGs) and its underlying commitment, which is to “leave no one behind.”
It provides a health cover of ₹ 5,00,000 per family per year for secondary and tertiary care hospitalization to over 10.74 crores poor and vulnerable families. For the primary health care service, Health and Wellness Centres (HWCs) or Swaasth Up Kendra are built.

Ayushman Sabhas will be organized in each village where ABHA cards will be distributed so that people can take advantage of it. This will be done to make them aware of their right. Also, complete PMJAY impanelled hospital information will be provided to them so that they can make an informed decision before going to any hospital for treatment.
Through this campaign, various health centers will be made to inform people about Non-Communicable diseases and Sickle Cell diseases. This is not limited to Non-Communicable diseases, but also to communicable diseases like the elimination of TB and more.
The “Ayushman Mela” which is the third pillar of the “Ayushman Bhava Program”, will be conducted in the hospitals at the level of Ayushman Bharat – Health and Wellness Centres (HWCs). Under this campaign, medical camps will be installed at the community health center level. A total of 300-400 OPD treatment is targeted by 50 health camps annually that will be organized by 705 public and private sector hospitals. In totality, all the medical hospitals are expected to treat 1.25 to 1.5 crore patients at the end of the campaign.

Conclusion
This campaign is targeted towards those who are excluded from the heath schemes launched by the center and state governments. These campaigns will be organized on a weekly basis. Not only this, the campaign will be used for routine immunization, NCD screening, mental healthcare and elderly care services among others.
