In Haryana, like many other regions, the welfare and protection of abandoned and surrendered children is a significant concern. Acknowledging this, the Haryana Government has launched the “HARIHAR” (Homeless, Abandoned, and Surrendered Children Rehabilitation Initiative Haryana) Policy at the state level.

This policy is designed to offer employment, educational opportunities, and financial support to abandoned and surrendered children who have reached the age of 18 and have transitioned out of the Child Care Institutions within the state. In this article, we are going to talk about the HARIHAR Yojana in detail. What is the HARIHAR Yojana?

 “HARIHAR” (Homeless, Abandoned, and Surrendered Children Rehabilitation Initiative Haryana) is a welfare scheme launched on July 20, 2021. This scheme comes as a substitute for the Jyotirgamaya Policy. Under this scheme, support will be provided to the Abandoned and Surrendered Children who have completed the age of 18 years from the Child Care

Institutions of the State. These children are the ones who were abandoned before the age of 5 years or surrendered before the age of 1 year.

Haryana has achieved a significant milestone as the first state in India to offer government jobs to destitute and orphan children through the Harihar Scheme. This initiative ensures that these vulnerable children can look forward to a future filled with dignity. HARIHAR Yojana 2023 Objectives

• The primary goal is to offer Free School and Higher Education, including Technical Education, Skill Development, and Industrial Training, and provide After Care Stay, Rehabilitation, and Financial Assistance to abandoned and surrendered children. 
• This support is extended up to the age of 25 years or until marriage, whichever occurs earlier.
• These benefits are targeted at children admitted to Child Care Institutions before the age of 5 years (as abandoned) and before the age of 1 year (as surrendered) who have reached the age of 18 while residing in such institutions and have secured admission to the specified courses. 
• Additionally, eligible beneficiaries covered by this policy will also receive a one-time interest-free loan to purchase a house in Haryana State at the time of marriage.
• The scheme also provides employment opportunities based on compassionate grounds and recognition as Economically Weaker Section (EWS) candidates to abandoned and surrendered children.

HARIHAR Yojana in News | What’s New?

The state government has provided government jobs to 10 destitute and orphan children living in children’s homes under the Harihar Scheme. Out of these 10 children, four have grown up after studying at the Child Care Institute of Karnal. These include Sudha and Sarita of Shraddhanand Orphanage, Divya of MDD Bal Bhawan, and Kanhaiya of Haryana State Bal Bhawan. All these children have been given jobs on a compassionate basis under Harihar Yojana after completing 12th. This information was given by District Child Welfare Committee Chairman Umesh Channa.

HARIHAR Yojana Eligibility Criteria 

To be eligible for the benefits offered by the Haryana Harihar Yojana, candidates must meet the following criteria:

1. Permanent Resident of Haryana State: The applicant should be a legal and permanent resident of the state of Haryana. This means that they should have established their domicile in Haryana, indicating their long-term residency in the state.

2. Orphaned Before the Age of Five: The candidate must have experienced the loss of their parents or legal guardians before reaching the age of five. This condition ensures that the child has faced the challenges of being orphaned at a very young age.

3. Resided in a Child Care Institute until the Age of 18: The applicant should have lived in a child care institution from the time they were orphaned or surrendered until they reached the age of 18. This requirement ensures that the child has spent a significant portion of their upbringing in a care facility designed for orphaned or vulnerable children.

HARIHAR Yojana Benefits 

Under the HARIHAR Scheme, the following are benefits that Homeless, Abandoned, and Surrendered Children will receive. 

• Provision of free school education, higher education, and technical education.
• Offering skill development and industrial training at no cost.
• Providing opportunities for employment in Group C and D government positions.
• Offering financial assistance of Rs 2500 per month until the age of 25 or until marriage, depending on which occurs earlier.
• Facilitating a one-time interest-free loan for purchasing a home in Haryana.

HARIHAR Yojana How to Apply for the Benefit of the Scheme 

Here’s a HARIHAR  step-by-step procedure for availing benefits under the Haryana Harihar Yojana:

Appointment of Deputy Commissioner as Patron:

• The Deputy Commissioner will serve as the Patron for Abandoned and Surrendered Children under this policy.
• Responsible for overseeing Aftercare and Rehabilitation for eligible children who were admitted to Child Care Institutions before the age of 5 (as Abandoned) and before the age of 1 (as Surrendered).
• Arrangements for boarding, lodging, and facilities will be made in the concerned district, including Educational Hostels, Government Guest Houses, or suitable institutions.
• May act as a Guardian and perform wedding rituals (Kanyadaan) in case of marriage.

Identification and Recommendation:

• Cases of eligible Abandoned and Surrendered Children in Child Care Institutions will be submitted to the District Child Protection Unit by the Child Care Institution In-charge.
•  An undertaking ensuring that all eligible cases have been considered will be provided.
• The District Programme Officer is responsible for ensuring this process.

Direct Application for Eligible Candidates

• Abandoned and Surrendered Children who have reached the age of 18 and are eligible for benefits under the policy can apply directly to the District Programme Officer in the district where their Child Care Institution was located.
• Applicants should provide relevant details, including proof of residence in a Child Care Institution, educational qualifications, and domicile certificates.
• The District Programme Officer conducts an inquiry and verification, involving Police and other agencies as necessary.

Certification and Approval:

• Eligible cases of Abandoned and Surrendered Children who have turned 18 will be presented to the District Approval Committee.
• The District Approval Committee, along with the District Child Protection Officer, will scrutinize records and issue a Certificate of being Abandoned or Surrendered to beneficiaries for availing benefits.

Job Recommendations and Ineligibility

• The District Approval Committee will recommend eligible Abandoned and Surrendered beneficiaries for jobs to the Women and Child Development Department.
• Cases will be forwarded to the Chief Secretary of, the General Administration Department for implementation.
• Ineligible cases will be rejected with valid reasons.

Record Maintenance and Decision Details:

• The District Approval Committee will maintain detailed proceedings of scrutiny and maintain records of Abandoned and Surrendered Children under the policy, along with their decisions and reasons.

Handling Complaints:

• An Appellate Authority, chaired by the Administrative Secretary of the Women and Child Development Department, will address complaints or grievances regarding the status of Abandoned and Surrendered Children under this policy.

Implementation and Monitoring:

• Implementation of job benefits and EWS category notification will be overseen by the General Administration Department and monitored by the Women & Child Development Department.

Education and Training Benefits

• Education, skill development, and training benefits will be provided by the concerned Departments of School Education, Higher Education, Technical Education, and Skill Development and Industrial Training.
•  Aftercare and interest-free loan benefits will be provided by the Women and Child Development Department.
