The primary aim of the Kalia Yojana is to improve the well-being of farmers in the state of Odisha. It recognizes that a significant number of farmers in our country are dissatisfied with their income levels, which often fall short of meeting their basic needs, desires, and the educational expenses of their children. On September 20, 2023, the government of Odisha disbursed an amount of Rs 900 crore under the KALIA Yojana, in commemoration of Nuakhai, to provide aid to farmers. This financial assistance was directly deposited into the bank accounts of 44.56 lakh small, marginal, and landless farmers, with Chief Minister Naveen Patnaik overseeing the distribution. The funds allocated through the Kalia Yojana will be directed towards supporting Rabi crops. Each farmer is entitled to receive financial support of Rs 2000, and the Direct Benefit Transfer (DBT) method was employed to ensure the seamless transfer of these funds into the farmers’ accounts.

1. Comprehensive Assistance for Cultivation:
Small and marginal farmers will receive financial support of Rs. 25,000 per family over five agricultural seasons. 2. Comprehensive Assistance for Livelihood: Landless agricultural households will receive financial assistance of Rs. 12,500 per household. 4. Life Insurance for Cultivators and Landless Agricultural Laborers: Farmers will be provided with a life insurance cover of Rs. 2.00 lakh with an annual premium of Rs. 330. The government of Odisha will contribute Rs. 165 towards this premium. Additionally, farmers will also receive a personal accident cover of Rs. 2 lakh with an annual premium of Rs. 12, of which Rs. 6 will be covered by the government. This insurance coverage is applicable to savings bank account holders aged between 18 and 50 years. For those aged 51 to 70 years, the government of Odisha will cover the premium for the accident insurance.
5. InterestFree Crop Loan: Vulnerable landless laborers, cultivators, sharecroppers, and agricultural families identified by Gram Panchayats will have access to crop loans up to Rs. 50,000 with zero percent interest.
