What is Mukhyamantri Sarthi Yojana 2023?

Mukhyamantri Sarthi Yojana 2023 is a scheme announced by the Government of Jharkhand for providing training for competitive examinations to the eligible youth of Jharkhand. This scheme was announced by the CM of Jharkhand on July 26, 2022, while addressing the successful candidates of Civil Services from Jharkhand. Furthermore, this scheme was announced in the budget session of Jharkahand 2022-23.

Under this scheme, the government will provide free skill training to students who are incapable of receiving it due to lack of money. The government in Jharkhand is going to bear all the expenses of the candidate under this Mukhyamantri Sarthi Yojana 2023. The government is going to support the candidate for a full year from the date of registration. Skill training centers will be opened in each block in a phased manner by the Department of Labor Planning and Training to provide skill training to the youth.   • The prime objective of Mukhyamantri Sarthi Yojana 2023 is to provide free skill training to the youth of Jharkhand.

  • The Government of Jharkhand has proposed to open Skill training centers in 80 blocks across the state. 
  • Youth will be provided incentive with coaching for one whole year. In case he/she will not be able to secure a job after 3 months of training, he will be provided with an incentive of Rs 1000 every month. For Women/ Divyang candidates, the government has decided to give Rs 1500 monthly.

In order to determine eligibility for the Mukhyamantri Sarthi Yojana (MMSY) in Jharkhand, specific criteria and requirements need to be met. Given below are some Mukhyamantri Sarthi Yojana eligibility criteria for participation in the scheme:

  • Residence: Applicants must be permanent residents of Jharkhand state. Proof of residency, such as a domicile certificate or a valid Jharkhand address proof, may be required.
  • Age Limit: In order to apply for the scheme, the youth has to be between 18 and 35 years old. However, for the BIRSA scheme, the maximum age group is 50 years for reserved categories (SC/ST/OBC).
  • Educational Qualifications: It is proposed that the candidate must have a minimum 5th pass. 
  • Economic Background: As the scheme is for individuals from economically weaker sections or those belonging to specific income categories. Candidates will be required to provide income certificates or other relevant documents to demonstrate their economic status.
  • Attendance for trainees and trainers will be recorded using the Aadhar Enabled Biometric Attendance System (AEBAS). In residential training centers, biometric attendance is mandatory for both classroom sessions and hostel accommodations.

  • Both residential and non-residential training options are available, with NSDC accreditation centers using SMART measures.
  • The initiative aims to deliver high-quality training to individuals aged 18-35, with an extended age limit of 50 for reserved categories (SC/ST/OBC) under the BIRSA scheme.
  • Aadhar Enabled Biometric Attendance System (AEBAS) ensures the accurate tracking of trainee and trainer attendance, making it mandatory in both classrooms and hostels for residential training centers.
  • The Skill India Portal manages the training life cycle, with Training of Trainers (TOT) being compulsory for youth instruction.
  • Beneficiaries receive free uniforms, participant handbooks, and essential materials.
  • Courses include mandatory training in Soft Skills and IT for comprehensive student development.

The scheme prioritizes Schedule Tribes, Schedule Caste, Women, Persons with Disability (PwD), and Transgender individuals, aligning with government reservation parameters.

Mukhyamantri Sarthi Yojana Financial Assistance/Allowance 

Employment Incentive Grant (Rozgar Protsahan Bhatta): Students who do not secure employment within three months are eligible for a monthly allowance of Rs. 1000/- for boys and Rs. 1500/- for girls/disabled/transgender. This support, provided through Direct Benefit Transfer (DBT), can be availed for a maximum of one year.

Transportation Allowance: Non-residential trainees will receive a monthly transportation allowance of Rs. 1000/- through Direct Benefit Transfer (DBT). This financial assistance aims to cover commuting expenses from their residence to the training centers.

Saksham Jharkhand Kaushal Vikas Yojana or SJKVY aims to furnish quality skills training for individuals aged 18-35 and is actively underway throughout the state of Jharkhand. The training programs adhere to the National Skills Qualification Framework (NSQF) and are designed to meet industry demands. 

The payment terms and schedule follow the guidelines set by the Ministry of Skill Development and Entrepreneurship (MSDE) as per the Common Norms announced on July 15, 2015, and subsequent amendments. The scheme’s primary objective is to enable employment for 70% of successful trainees through placement-linked and self-employment training across various trades/courses affiliated with different Sector Skill Councils (SSC).

EXCEL initiative is tailored for 10+2 graduates across Jharkhand, conducted within college campuses through dedicated classrooms and labs. Running parallel to traditional education, it introduces skilling as a viable career path. The curriculum emphasizes life skills, soft skills like English communication and computer proficiency, alongside domain-specific training, enhancing youth employability. 

Open to 10+2 graduates in university, former students, and non-college attendees, the government aims to train 51,000 students across 100 colleges affiliated with five state universities in four years. 

Implemented by selected Training Service Providers (TSPs), chosen through a JSDMS RFP, the program encompasses government, constituent, and private colleges.

Block Level Institute for Rural Skill Acquisition (BIRSA)

The Block Level Institute for Rural Skill Acquisition (BIRSA) is dedicated to engaging candidates who aspire to acquire skills in their local areas for employment. Training centers under this initiative will be established at the block level, utilizing existing infrastructures, be it government or non-government buildings. The courses offered are limited to NSQF levels I, II, and III. The age limit for the reserved categories has been extended from 35 to 50. The training, exclusively non-residential, focuses on community-based learning. Each center aims to train 500 individuals annually, with a facility size of approximately 4000 square feet.
