HP Unemployment Allowance Scheme is a welfare scheme for the uneducated unemployed allowance scheme. Launched in 2017, this scheme provides financial assistance to needy youth who are unable to secure a job. Through this scheme, they would be able to live a sustainable life till they get a job. The Unemployment Allowance will be provided to each eligible educated unemployed applicant for a maximum duration of two years, contingent upon meeting eligibility criteria and submitting attested copies of the 8th/matriculation marks sheet/certificate for age and educational qualification verification, along with an Affidavit/Self Declaration. The rates are as follows:

• Physically challenged individuals with a minimum 50% permanent disability, as recorded in their Employment Exchange record, will receive Rs. 1500/- (One Thousand Five Hundred) per month.
• All other categories of individuals will receive Rs. 1000/- (One Thousand) per month.

• The eligible candidate must be unemployed, and not currently engaged in government, private, or self-employment. 
• They must be bona fide Himachali with a minimum educational qualification of 10+2 from a recognized Board/University/Institution in Himachal Pradesh.
• Additionally, the candidate should be registered with any Employment Exchange in Himachal Pradesh for at least one year as of the application date. 
• Their annual family income, including that of their spouse, for the preceding financial year, should be below Rs. Two Lakhs.
• The age requirement is between 20 and 35 years at the time of application. 
• The candidate should not be self-employed, dismissed from government employment, or have a criminal record resulting in imprisonment for 48 hours or more.
• They should not be a regular student pursuing any course and should not be availing of Skill Development Allowance.

HP Unemployment Allowance Scheme Not Eligible 

The following individuals are not eligible to receive Unemployment Allowance under this Scheme:

• Employees of the State/Central Government, Public Sector Undertakings, Local Bodies, and Quasi-Government Institutions have been dismissed from service, as well as those who have been imprisoned for 48 hours or more.
• Individuals with personal income or family income exceeding Rs. 2.00 lakh (Two Lakh) during the year immediately preceding the date of application and the claimed period for Unemployment Allowance.
• Non-Bonafide Himachali residents.
• Individuals below 20 years or above 35 years of age.
• Those who do not meet any of the criteria outlined in Section 3.

HP Unemployment Allowance Scheme Documents Required 

Here is the complete list of HP Unemployment Allowance Scheme documents required for the application form.

• Provide an attested copy of the Employment Registration Card.
• Include an attested copy of a valid family income certificate issued by an Executive Magistrate (issued not more than 6 months before the application date for the Allowance). 
• Additionally, the income certificate, issued by the Competent Authority under the Scheme, must explicitly confirm that the applicant is not employed in the Government, its Agencies, Public Sector Undertakings, Bodies, etc.
• Submit a Self-Certified Declaration affirming unemployment status, as per the format prescribed by the Department (as per attached form ‘C’).
• Attach an attested copy of the Bonafide Himachali Certificate.
• The concerned Bank Branch Officer should verify bank details and include their signature and stamp. The inclusion of the IFSC code in the Bank Branch is compulsory.
• Provide attested copies of the 10th/12th/age certificate issued by the competent authority to verify age and educational qualification.
• Include an attested copy of the Aadhaar Card.

• Begin by downloading the Himachal Pradesh Unemployment Allowance Scheme Offline Application Form (Form A).
• Eligible educated unemployed applicants can submit their application, including the required documents mentioned in the form ‘A,’ to the Employment Exchange in Himachal Pradesh where their name is registered.
• A filled application form can be either sent by post or delivered in person to the Employment Exchange in Himachal Pradesh where the applicant’s name is registered.
• Following the initial submission of the claim using the prescribed form ‘A,’ every allowance claimant must provide an Affidavit/Self Declaration, as per form ‘C,’ in the subsequent month of March to the Employment Exchange where their name is registered.
